Keeping the water collection system as the center focus of the system, all of the other programs surround it. The water collection system takes the majority of the ceiling on the first floor of the structure. The circular tunnel in which the rainwater flows into the storage unit creates an encapsulated spaces in the center where people can sit and enjoy the relaxing visual and auditory environment that is created when rain falls on the through the opening.

The cafe, main office, seating areas, and restrooms are located around the water collection system on the first floor. The staff office, meeting room, and more seating are located on the second floor. The programs are stacked on top of each other to create different types of viewing areas which faces the New York skyline, Statue of Library, and the Hudson River. The first floor seating is design to encompass silent individual seating while the second floor seating is designed for a louder group seating space.
